After new update 8.2.1, on iOS 18.7, the app installation bugged

I can’t delete the app to fix it otherwise i lose data, basically, i don’t remember if i offloaded the app and this happened or not, but right now it’s unfixable, the app shows like it’s downloaded but when i go to see the app space it says “offload app” or “delete app” but the only files there are is “documents and data” the app basically isn't there but i can’t download it, even the app store shows “open”. When i open it it’s just a flash black screen and then closes, classic boot up of an app that doesn’t exist in storage, i restarted the phone multiple times and it’s been hours now it’s not fixing itself.

Ok so the aloha folder isn’t there because the app files are actually deleted, i didn’t have anything there i don’t care about that, i care about bookmarks and open tabs, i don’t know if it’s connected to the account, i don’t think if i delete the app they would still be there, could you confirm? thanks.
