How to view video from video url without downloading
when I open a video url I only have one option that is (download to files) there is no option to view or play it, even if I clicked x button the page is still blank white.

This is the intended behavior in the browser.
The url you have provided in the ticket is for video downloading, if you wish to preview it in the browser you have to get a url for player, in his case that would be https://samplelib.com/lib/preview/mp4/sample-10s.mp4
