I've been attempting to open a Wifi share and open the IP address in the browser but it won't work and just say "Internet Access Blocked"

I haven't activated any firewalls or VPN's from the PC and Mobile so I'm not sure what's causing this. Yes I am connected on the same Wifi

According to the screenshot most likely this is the issue with your Internet on Windows. Try to troubleshoot or reset.
